Mr. Sanders graduated from California State Polytechnic University in Pomona, California, with a degree in agricultural business management. In 1977, Mr. Sanders graduated from Western State University of Law in Fullerton, California, and started his law practice in Seal Beach, California. From 1978 through 1987, Mr. Sanders was General Counsel for Care Enterprises, then a publicly traded multi-national operator of long term care facilities and rehabilitative, pharmaceutical and home health companies. In 1988, Mr. Sanders returned to the private practice of law and started the Firm. From 1990 through 1991, he served as Special General Counsel to Care Enterprises in connection with the companyís bankruptcy re-organization while continuing his law practice. From 1993 through 1994, Mr. Sanders was Assistant General Counsel for GranCare (now Mariner Post Acute), with primary responsibilities for establishing an in-house legal department, SEC compliance, bank financings, acquisitions, mergers and litigation management.

In 1995, Mr. Sanders returned to the Firm and in 1996 the Firm changed its name to Sanders, Collins & Rehaste, LLP, when Mr. Collins and Ms. Rehaste joined the Firm as partners. Mr. Sanders chairs the Firmís mergers and acquisitions department.


Mr. Collins obtained a Bachelor of Arts Degree in Business Administration at Thiel College in Greenville, Pennsylvania in 1980. Mr. Collins obtained a Juris Doctorate from Pepperdine University of Law in Malibu, California in 1983. Prior to joining the Firm, Mr. Collins worked as a business litigation, insurance defense and medical malpractice attorney for prominent firms in Orange County, California. He specializes in the defense and trial of business issues, regulatory citations, medical malpractice and elder abuse matters.

Mr. Collins became the litigation partner of the Firm in 1996. He has successfully litigated numerous cases through jury trial (obtaining successful jury verdicts for both plaintiffs and defendants). In addition to jury trial experience, Mr. Collins has extensive arbitration and mediation experience involving medical and nursing malpractice, elder abuse, provider liability, PRRB appeals, billing matters and various business, tort, employment, contract and leasehold issues. The Firm has an aggressive, cost-effective and efficient litigation practice, which is result-oriented and balances the clientís economic concerns. Mr. Collins has developed a cost-effective and unique approach to advising and representing clients in the defense of regulatory citations for the purpose of maintaining a licensing and administrative compliance record and reducing potentially related litigation risks or enhanced penalties.


Ms. Rehaste has been involved in the legal profession since 1981, first as a paralegal and then as an attorney. Ms. Rehaste earned both her Bachelor of Science in Law and Juris Doctorate Degree from Western State University. Ms. Rehaste joined the Firm first as a paralegal in 1990, then became an associate attorney in 1991, and a partner in 1996. Ms. Rehaste specializes in the collection of health care accounts receivable while representing long-term health care facilities, ancillary provider companies and assisted living facilities. Ms. Rehaste has developed a cost-effective approach to collecting receivables.

Ms. Rehaste specializes in the collection of private and third party payor reimbursement issues, resolving Medi-Cal eligibility issues, including Medi-Cal hearings. Ms. Rehaste aggressively pursues collection of commercial accounts.

Ms. Rehaste is an active Associate Member of CAHF and is a Board Member of the Orange County Chapter of CAHF. Ms. Rehaste chairs the Firmís health care collections department.


Ms. Cutsinger holds a Bachelor of Arts Degree in English from California State University at Long Beach. She graduated from Western State University of Law in Fullerton in 1991. While at Western State, Ms. Cutsinger earned several American Jurisprudence awards and graduated with honors. Since her admission to the bar in 1991, Ms. Cutsingerís practice has focused on health care law with an emphasis on creditorís rights and remedies and on issues relating to collecting from health maintenance organizations. Ms. Cutsinger has represented non-profit acute care hospitals on a wide range of issues including contract matters, third party payor disputes, and Medicare and Medi-Cal payment issues. Ms. Cutsinger also has a wide range of experience in probate matters, including the representation of health care providers in Conservatorship and Trust proceedings.

Ms. Cutsinger was of counsel to the Firm before joining as an associate in 2000 and is a member of the Firmís health care collections department.


Ms. Sternshein is an honors graduate of the University of California at Santa Cruz and summa cum laude graduate of Whittier College School of Law, where she served as Editor-in-Chief of the Whittier Law Review. The focus of Ms. Sternshein’s practice is on real estate transactions, acquisitions, leases and sales of health facilities, CHOWS and licensing of skilled nursing and residential care facilities, Medicare provider enrollment issues, and general corporate governance. Ms. Sternshein is on the South Coast Regional Board of Aging Services of California and is actively involved in CAHF. Ms. Sternshein’s previous legal experience includes the HIV and AIDS Legal Services Alliance, the California Department of Justice, Office of the Attorney General, Health Education and Welfare Division, the Second District Court of Appeal as well as the Ninth Circuit Court of Appeals. Having worked for the Firm in various capacities since 1989, Ms. Sternshein became a full-time associate in 2003. Ms. Sternshein is a member of the Firm’s mergers and acquisitions department.


Mr. Harvey holds a Bachelor of Arts Degree from Arizona State University. He graduated from Loyola Law School in Los Angeles in 2003. While in attendance at Loyola, Mr. Harvey clerked with the Firm and the Legal Aid Foundation of Orange County.

Mr. Harvey is a member of the Firmís health care collections department and currently assists healthcare providers with the collection of private pay accounts and third party insurance reimbursement issues, in addition to resolving Medi-Cal eligibility issues. Mr. Harvey joined the firm as an associate in 2004. He is an active associate member of CAHF.

J. Edward Wilson

Mr. Wilson graduated from the University of California at Berkeley with a bachelorís degree in History and Political Science. He obtained his law degree from the University of Oregon School of Law, where he served as an editor for the schoolís main law journal, Oregon Law Review. Since his admission to the bar in 2006, Mr. Wilson has practiced civil litigation with several law firms in Orange County. As a result of his active participation in the local legal community, he was elected to serve on the Board of Directors of the Orange County Bar Association. Mr. Wilson joined Sanders, Collins & Rehaste, LLP, as an associate in 2010 and is a member of the firmís health care collections department.


The Firm employs qualified paralegals, each supervised by an experienced attorney, to provide a number of legal support tasks in connection with our practice areas. The Firmís paralegals perform many legal tasks in a competent and efficient manner at substantially lower billing rates. Sharon Miller and Charissa Short (pictured from left to right) have been with the Firm for a collective 35 years and have a combined legal experience of nearly 70 years.
